The order matters more than the measure.

Insulation, draughts and ventilation. Cheapest to fix and it changes the size of everything that follows.

Heating and cooling, sized against the building you will have, not the one you have now.

Solar, sized against a bill that has already come down rather than the one on your desk today.

Battery and tariff last, once there is something worth storing and shifting.
Do these in the wrong order and you pay for the same saving twice. That is the whole reason this business exists.
Everyone quoting you owns one product.
Ring a solar company and the answer is solar. Ring a heat pump installer and the answer is a heat pump. Neither of them is lying. They simply cannot tell you that your money would do more sitting in a loft, or that the panels should wait until the heating is sorted.
I do not install anything and I do not hold stock, so I have no reason to point you at one measure over another. I look at the whole building, tell you what is worth pursuing and what is not, and you decide what happens next.
Plenty of enquiries end with me saying it is not worth doing. That is a legitimate answer, and usually the cheapest advice you will get all year.
I would rather tell you where my job ends.
A certified installer has to produce their own heat loss calculation and their own design. It is a condition of their certification. If I produced one, they would have to do it again and you would pay twice. So I do not pretend to be the technical specialist. I am the person who works out whether you should be talking to one at all.
